The federal Housing Choice Voucher (HCV) program provides rental assistance payments to qualified landlords on behalf of eligible very low-income tenants, to make up the difference between the full amount of the rent and what the tenant’s income enables them to pay. The program is administered by state and local public housing agencies (PHAs) approved by HUD.
VHDA administers the HCV program on behalf of local Virginia communities that lack the capacity to directly administer the program with HUD. Pursuant to HUD requirements, we maintain a plan outlining the policies, programs and strategies that will be implemented to meet local housing needs.
