Governor McDonnell has declared that a clear, consistent housing policy is an essential factor in economic development. He clarified his position with Executive Order No. 10, (2010), Housing Policy Framework of the Commonwealth of Virginia. The policy states that affordable housing—along with good jobs—helps define communities and is a major component in determining the quality of life for individuals and families.
In addition, he stated that a healthy economic environment for housing contributes significantly to the vitality of Virginia’s overall economy, especially as it relates to providing human services and developing transportation systems. Because the location, arrangement and cost of housing also intersect with broad urban and rural policies, Governor McDonnell believes housing policy within the executive branch should be coordinated with, and an integral part of, each of these parallel policy initiatives.
VHDA and the Department of Housing and Community Development (DHCD) have a key role to play in this effort, as does the Virginia Housing Commission, and together we’re making very good progress. First, a Housing Policy Work Group was established and met to build on the 2006 work of the Virginia Housing Commission. As a result, in June the Performance Management Group (PMG) at Virginia Commonwealth University solicited and analyzed public comments on critical housing issues and potential solutions in the Commonwealth. In addition, to ensure transparency with the effort, a website has been developed that can be accessed at www.virginiahousingpolicy.com.
Second, a Housing Policy Advisory Committee was created to provide input and recommendations on broad goals and policy direction. Important dates in the development of the housing policy include:
- July 30—Joint meeting of the Housing Policy Advisory Committee and the Housing Policy Work Group.
- Mid-August through late September—Work Group subgroup meetings.
- September 29—Joint meeting of the Housing Policy Advisory Committee and the Housing Policy Work Group.
- November 17-19—Release interim Housing Policy Report at the 2010 Governor’s Housing Conference in Richmond.
Similarly, VHDA’s Board of Commissioners recently held its annual retreat in Wytheville to focus on key policy issues and develop our strategic direction for the next 18 months or so. Our Board of Commissioners recognize and support VHDA’s continuing important role in helping to address the important housing needs of the Commonwealth, and our commitment to work with the legislature, the McDonnell administration and you, our partners, on these vital issues.
